1. Federal Earmarked Conduit Flows (FEC Schedule A, C00401224): Source: FEC 2026 transactions by transaction date (from 2026 cycle files). Filtered to FEC bulk individual contribution rows whose conduit ID or memo text references ActBlue (C00401224) and whose recipient is a Nebraska federal candidate committee. Contributions with 5-digit donor ZIP codes in Nebraska's USPS range (68001–69367, prefixes 68 and 69) are classified as In-State (Nebraska); all other ZIP codes are classified as Out-of-State.
2. State & Local Down-Ballot ActBlue Volume (NADC Form B-1): Under Nebraska Accountability and Disclosure Commission (NADC) Form B-1 rules, state and local candidate committees itemize underlying conduit contributors on Schedule A (with contributor City and State) and report ActBlue's standard 3.95% merchant processing fee on Schedule B (paid to ActBlue Technical Services / ActBlue Nebraska). Down-ballot platform volume is computed from verified Schedule B fee filings (fee ÷ 0.0395, bounded by committee receipts) plus direct Schedule A ActBlue transfers, and apportioned into In-State (NE) vs. Out-of-State using each committee's verified NADC Schedule A contributor-state breakdown.
